Public Sector
This is the business unit responsible for championing major government projects executed by the company. The Public Sector Business Unit focuses on soliciting Government and Agencies alike to implement the various card technology based and related projects and solutions. The Public Sector unit has successfully driven the execution of major national projects e.g. the 70Million Voters registration Card, PenCom Card, New Driver’s License, NHIS and other major e-payments and card based solution in states – Edo state, Lagos State etc
Services and Solutions
• CASP Consortium for the Administration of Pensions and Salaries: was developed in response to the many challenges faced by Government in the administration of its Workers' remuneration and payment of monthly Pensions to its Pensioners. The CASP solution enables the creation of an authentic list of civil servants identification, blocking of leakages via frauds and misuse, faster processing times and provision of unique identification systems that enable easy verification and validation.
• Citizen Identification: Chams PLC designs and manages secure, innovative and beneficial solutions for National IDS, Driver’s license, health insurance scheme; pension’s voters’ cards and numerous others secure cards projects for governments.
Our Track Record
• INEC Voters ID Card: Chams got the mandate to produce 70miliion voter’s cards within eight and Chams successfully delivered all the Cards to Independent National Electoral Commission on schedule. With this the company provided jobs for 500 Nigerians who also improved their knowledge capacity while also building infrastructure.
• Federal Road Safety Corps (FRSC): the agency required a system that could provide unique, secure and fraud proof licenses to motor vehicle drivers in the country. We designed and produced the driver’s license card stock and ensure personalization of the cards. This would ensure that FRSC is able to meet the demands of its clients in good time with ease.
• State Governments – Ogun, Lagos, Kano, Plateau, Kaduna, Nasarawa, and Kaduna) the states were faced with the problem of ghost workers and incidences of double payment of salaries and pensions. We designed and delivered a system that purified the database of all civil servants in the states, curbing all wastages and abuses.
• The National Health Insurance Scheme (NHIS): Chams introduced a robust platform that enables data gathering, collation and identification, providing access to care. We designed and produced a fraud proof, secure and smartcard based identification solution. This gives immediate access to healthcare services and privileges, while diligently guarding against fraud and misuse. It also provided the beneficiaries direct access to the HMOs in the event of emergences/casualties thereby enhancing healthcare delivery services in Nigeria.
• National Identity Management Commission (NIMC): Chams is responsible for providing the frontend infrastructure for biometric enrolment, the creation of a national identity database, card production /personalization and nationwide deployment of card acceptance devises. The federal government of Nigeria awarded the implementation of the new National Identity Management Commission (NIMC) to Chams consortium comprising of Chams Nig Plc as lead partner, Supercard Nig ltd, Nextzon Business Services and PAC solicitors.
• NATIONAL ID: Chams is the first indigenous company to participate in the Nigeria National ID project which saw live production of the cards. Chams implemented the first successful rollout of the National ID card in 1999.
• PenCom: Chams won the bid to deliver a cost effective smartcard based system. We designed and produced the card stock and we are offering personalization services to ensure unique and timely issuance to PenCom’s clients.
